About the WorldEnable Validator |

| The WorldEnable Validator (Beta version) is a technical
implementation of the Manila Accessible
ICT Design Recommendations (March 2003). The recommendations are the first set of
threshold level functional specifications that may be used as a basis for accessibility
standards in developing nations and countries in economic transition. A United Nations-sponsored seminar-workshop
was requested by member states as part of an elaboration of Rule 5
("Accessibility") of the Standard Rules for the Equalization
of Opportunities for Persons with Disabilities. The validator was developed in partial fulfillment of the Manila Declaration on Accessible ICT, which calls for the "...development, testing and evaluation of a pilot validation tool to test and evaluate online Web site compliance with the minimum threshold of accessibility with reasonable accommodation set forth in the Manila Accessible ICT Design Recommendations." The purpose of WorldEnable Validator is to provide a pilot learning tool for the design and remediation of web pages so that they are accessible to persons with disabilities. It is a component of a programme (under development) for training and dissemination of resource materials on norms, standards and substantive aspects of accessibility with reasonable accommodation. This programme is intended to build national capacities and to provide outreach communication activities for the accessible ICT network. The WorldEnable Validator evaluates web pages using a minimum threshold of accessibility with reasonable accommodation. This constitutes a minimum technical basis for the development of accessibility standards in support of country policies where ICT accessibility policies do not yet exist. It is therefore not intended to reverse or challenge established standards, recommendations and country policies in place. The WorldEnable Validator and its rules are under development.
