| 2 Toward the Elaboration of an
International Convention on the Rights of Persons with Disabilities:
- Elaboration of an international convention on the rights of persons with disabilities
and ESCAP expert group meeting (2-4 June 2003);
- Norms and Standards Related to the Rights of Persons with Disabilities and Development;
- Elaboration of an International Convention and further implementation of the Standard
Rules on the Equalization of Opportunities of Persons with Disabilities, including the
report of the 2nd session of the Ad Hoc Committee held in June 2003.

- Disability mainstreaming in development; Implementation of the Biwako Millennium
Framework (women and disability, early intervention, education, employment and poverty
alleviation);
- Review of Regional, Sub-Regional and National Situation on the Rights of Persons with

- Rights based approaches to development and advancement of persons with disabilities in

guarantees of specific rights; and other states obligations);
- Group three: Monitoring mechanisms and participation of women with disabilities.

We, the participants in the Asian and Pacific regional expert group meeting on an
international convention to promote and protect the rights and dignity of persons with
disabilities, met from 2-4 June 2003 in Bangkok.
We are convinced that a new international human rights treaty is necessary to ensure
that persons with disabilities enjoy all their human rights.
