Preparations for the Americas regional seminar and workshop on norms and standards related to the rights of persons with disabilities

The regional seminar and workshop on norms and standards related to the rights of persons with disabilities will take place from 9-11 April 2003 in Quito, Ecuador. The seminar is part of the preparations for the next meeting of the Ad Hoc Committee of the UN General Assembly on a new convention on the rights of persons with disabilities. The results of the seminar will be among the documents made available to the Committee in June. The seminar is being organized by the Government of Ecuador, the Department of Economic and Social Affairs of the United Nations and the United Nations Development Programme.

There will be one participant designated by each country in the region, in his or her personal capacity. The Government of Ecuador has requested the respective governments to designate their delegates through the foreign ministries of the countries of the region. It is presumed that the countries will designate experts with disabilities. In addition, observers from organizations of persons with disabilities will attend.

To permit a wider participation, we are organizing a prior consultation by way of the Internet such as we did before the Mexico City seminar last year. We are benefiting from the on-line seminar organized in the Yahoo Group Discapacidad_ddhh moderated by Maria Veronica Reina. It will be important for the regional meeting to count on the points of view of interested parties that cannot participate in the seminar.

In a few days, a basic document for the seminar will be issued that will contain the focus of our consultation. The results will be submitted for the consideration of the seminar.

The success of the preparatory process for the new convention will depend in large measure on the ability of the most interested parties to communicate and share information with each other, which will enable them to have common positions that can be communicated to the governments that are negotiating the Convention.

PREPARATIVOS PARA EL SEMINARIO REGIONAL DE LAS AMERICAS SOBRE NORMAS Y ESTANDARES RELACIONADOS CON EL DERECHO DE LAS PERSONAS CON DISCAPACIDAD

El seminario regional y taller sobre normas y estándares relacionadas con los derechos de personas con discapacidades tendrá lugar del 9 al 11 de abril de 2003 en Quito, Ecuador. El seminario es parte de los preparativos para la próxima reunión del Comité Especial de la Asamblea General de la ONU sobre una nueva convención sobre los derechos de personas con discapacidades. Los resultados del seminario serán parte de los documentos que conocerá el Comité en Junio. El seminario esta organizado por el Gobierno de Ecuador, el Departamento Económico y Social de las Naciones Unidas y el Programa de las Naciones Unidas para el Desarrollo.

Habrá un participante designado por cada país de la región en su capacidad personal. El Gobierno del Ecuador ha solicitado a los respectivos gobiernos, la designación de sus delegados a través de las chancillerías de los países de la región. Se supone que los países designen expertos con discapacidades. Además, asistirán observadores de organizaciones de personas con discapacidades.

Para permitir una participación mas amplia, estamos organizando una consulta previa a través de Internet como hicimos antes del Seminario en México el año pasado. Beneficiaremos del seminario en línea organizado en el grupo Discapacidad_ddhh en Yahoo moderado por María Verónica Reina. Será importante que la reunión regional cuente con los puntos de vista de las personas mas interesadas que no pueden participar en el seminario.

Dentro de unos días se emitirá un documento básico para el seminario que contendrá el enfoque de nuestra consulta. Los resultados serán sometidos para consideración del seminario.

El éxito del proceso preparatorio para la nueva convención dependerá en gran medida de la capacidad de comunicación e información entre las personas mas interesadas en este proceso, lo cual permitirá tener posiciones comunes que pueden ser transmitidas a los gobiernos que negociarán la Convención.
