Getting Ready for Manila

Participant Paper

Participants invited to the seminar and workshop are invited to contribute a brief participation paper (1 to 3 pages in length), which would provide an overview of strategies, policies and programmes related to information and communications technologies and development with reference to accessibility and advancement of persons with disabilities.

The following points should be considered when drafting the participation paper:

  1. Background and discussion of national policies relating to ICT, development and persons with disabilities.
  2. Current ICT infrastructure: connectivity, accommodation of user needs, services and structures to produce and deliver information goods and services.
  3. Major ICT issues of concern to policy makers, programme managers as well as civil society, academic community, private sector; views of organizations of disabled persons.
  4. Strategic options to promote an appropriate balance between investments in ICT, development and accessibility as this would facilitate full and effective participation of persons with disabilities in the social and economic mainstream, and equality.

Suggested elements of an empowerment strategy to promote full and effective involvement of persons with disabilities as development agents and beneficiaries in ICT and development and in bringing accessible digital connections for all.
