Rule 6. Education (community)
Integrated education and community-based programmes should be seen as complementary approaches in providing cost-effective education and training for persons with disabilities.
National community-based programmes should encourage communities to use and develop their resources to provide local education to persons with disabilities .

Rule 6 contains one provision that is also relevant for livelihoods. While we can look at programmes to promote education that will affect the ability of persons with disabilities to obtain sustainable livelihoods at all levels, but education about it is most effective at the community level, particularly in developing countries. This community education outside the formal school system is seen as an increasingly important element in providing necessary skills. Persons with disabilities can more easy avail themselves of local education services. Lifelong learning implies education at the community level. The Rule says that this should be encouraged and take into account the need to provide this kind of education to persons with disabilities.
