Having looked at implementation we should go back in time and look at the preconditions that are supposed to be met before the Rules can be implemented. Remember, these are conditions that should have been met already, but may not have been met.
Two are particularly important for Internet accessibility. One is awareness raising, in that unless governments and persons with disabilities are aware that there are issues of accessibility, there will be no incentive to do anything about them. The second is the existence of support services that can be mobilized to assist in access to the Internet.
