Rule 21. Technical and economic cooperation (priorities)
The development of human resources through the development of skills,abilities and potentials of persons with disabilities and the initiation of employment-generating activities for and of persons with disabilities;
The development and dissemination of appropriate disability-related technologies and know-how.
Support the formation and strengthening of organizations of persons with disabilities.

Rule 21 suggests several priorities for technical and economic cooperation, which are very relevant to Internet accessibility. The first priority should be to the development of human resources and skills with a view to employment generation. This would be important in order to provide persons with disabilities with the skills necessary to use and profit from the Internet revolution.
Second, it talks about the development and dissemination of appropriate technology, clearly an important issue where adaptive technologies and knowledge about how to use them are critical to the creation of an accessible Internet.
Third, the formation and strengthening of organizations of persons with disabilities can apply to those that are concerned with the Internet.
The purpose of this rule is to provide guidance to development assistance organization in forming their programs and, more importantly, to persons with disabilities in requesting that the programs meet their needs.
