Rule 18. Organizations of persons with disabilities
As instruments of self-help, provide and promote
- Opportunities for the development of skills in various fields,
- Mutual support among members and
- Information sharing.
Their advisory role could perform in many different ways
- Such as having permanent representations on boards fo government-funded agencies
- Serving on public commissions and
- Providing expert knowledge on different projects

Should organizations of persons with disabilities be merely assistants to governments or dependent on them? No, says Rule 18. They should be an instrument of self-help for persons with disabilities, especially in the exchange of information. They should also develop the skills and information base to be able to participate effectively in public activities and in government efforts.
