Rule 16 addresses the central issue of monetary resources. Government economic policies, including national budgets, can determine whether there are sufficient resources to implement policies and programs. It states that resources to deal with disability issues should be included in national and sub-national public budgets. It also calls on governments to find innovative ways of funding projects for persons with disabilities.
In a key provision, it suggests that governments use a variety of economic incentives to the private sector and to non-governmental organizations to give them incentives to develop programs and projects to enable equal participation.
Finally it suggests that governments establish a specific fund for developing programs and projects for persons with disabilities.
