When you look at the Standard Rules, as presented here and also in full, you have to read what is said with care.
The Rules were negotiated by governments, many of whom did not see eye-to-eye on all issues. Often the agreements were compromises that could be made by drafting text that might be a little vague or even contradictory. Sometimes, in international negotiations, it is possible to paper over differences with words and sometimes that leads to concepts and texts that are not completely logical.
As we go through the Rules, we will have to change the order from some and go behind the text in others to be able to present what they really mean.
