In our examination, we will go through a number of steps. The Rules themselves are found in resolution 48/96 adopted by the General Assembly in December 1993. This is the day that every year is officially the International Day for Persons with Disabilities. It is a complicated document and we are going to look at it in a simplified form.
First, we are going to look at several key definitions and concepts that provide the context for the Rules.
Then, we will look at its structure.
Finally we will look at each Rule that is relevant for sustainable livelihood from three points of view. We examine what the Rule says in its United Nations language. Then we will look at what it means. Then we will ask whether the Rule as drafted can be included in a convention.
