It calls on the State to take action to provide positive incentives to help persons with disabilities gain employment. Part of this is to encourage the development of accessible work places, but perhaps the most important is to support for the use of the new technologies. With these in place, persons with disabilities can easily prove their worth. Part of the rule is the idea of encouraging the private sector to hire persons with disabilities, something that can be applied, for example, to the new enterprises working through the Internet.
