A major point is that when norms and regulations of the physical environment are designed, organizations of persons with disabilities should be consulted. Every person with a disability is conscious that, however well-intentioned, persons who try to design accessible facilities will have difficulties unless they consult the intended beneficiaries. To make this an efficient process, the best way is to consult organizations of persons with disabilities. This, in turn, requires of the organizations that they familiarize themselves with the design issues as well as with the needs of their members.
As the Rule says, the organizations should have in hand all of the information necessary to play their part in ensuring that the physical environment is accessible.
