Now it is time to get into the details about what is supposed to be done. These are found in Part II of the Rules, called Target Areas. They are about the specific policies and programs that should be put into place if equalization of opportunities is to be achieved.
It is appropriate that the first of these Target Areas, reflected in Rule 5, is accessibility. Without physical accessibility for persons with all types of disabilities, results cannot be achieved in other areas.
The Rule states the obvious principle that States should recognize the importance of accessibility and then introduce the programs needed to make the physical environment accessible. They should also take measures to provide access to information and communication.
