The United Nations has been important to persons with disabilities almost since its founding. It has dealt with issues of disability from the perspective of social policy and from that of human rights. Recognizing its role in setting international norms, standards and policy prescriptions, Rule 22 calls on the United Nations to continue its work by mainstreaming disability quesitons, acting as a clearing house for exchaqnge of experience and providing a forum for organizations of persons with disabilities to express their views.
