Rather than starting at the beginning, we will look first at the implementation measures found in Part III of the Rules. How you look at the area-specific norms in terms of what you can do is going to be conditioned by the instruments through which you can act.
Part III describes what public and private institutions are supposed to do to implement and it is important to use these commitments as tools for advocacy.
