The key objective of the Rules is the achievement of Equalization of Opportunities. The Rules specify a definition.
They say that it is the process through which the various systems of society and the environment, such as services, activities, information and documentation, are made available to all, particularly to persons with disabilities. It is not a thing, but rather a process. This means that it is dynamic. Note the important role of information in this definition.
They go on to state that the principle of equal rights, implies that the needs of each and every individual are of equal importance, Persons with disabilities have an equal claim for societal attention.
In defining what society must do to meet that claim, the Rules state that those needs must be made the basis for the planning of societies and that all resources must be employed in such a way as to ensure that every individual has equal opportunity for participation. That is, equalization of opportunities implies a claim on public resources.
