This brings us to what the Rules are. They were agreed by governments as an alternative to a legally binding treaty. All governments agreed, because the resolution was adopted by consensus, but they did not agree to be legally bound.
Instead they accepted a moral obligation to implement the obligations in the Rules. A moral obligation can be an important one. States said that they would try their best to implement and that they were willing to be held morally accountable. In many countries this is almost the same as a legal obligation.
It means that each government can be asked what have you done to implement Rule so-and-so and it can be expected that they will answer the question. You will see that this is an important aspect of advocacy.
