5. Elements of a cost-effectiveness methodology for planning and evaluation of social
and economic integration of persons with disabilities in social life and development
(a) Social inclusion elements:
- Programme/project enables new and expanded contacts between persons with disabilities
and other community members
- Project enables supported decision making mechanisms - specific measures to support
individuals with disabilities in planning for their lives and making decisions on
livelihoods and well being
- Project enables community organizations and institutions to accommodate persons with
disabilities in mainstream services and facilities
- Project enables greater participation in social and community activities, project
addresses barriers to participation and develops accessibility options
(b) Inclusion into the workforce elements:
- Programme/project enables specific training measures with special reference to needs of
persons with intellectual disabilities
- Project enables workplace-based accommodations and support services
- Project includes specific measures to enable transition into mainstream workforce
(labour market information directed to persons with disabilities, vocational counseling,
accessible environments)
- Project provides accommodations for access to credit, technical information and other
business supports for (micro) enterprise development and self-employment opportunities
(c) Strengthening organizations of persons with disabilities elements:
- Programme/project provides opportunities for persons with a disability and their
families to be involved in the design and management
- Project provides ongoing mechanisms for consultation with persons with a disability and
their families
- Project provides training for persons with a disability and their families as members of
non-governmental organizations to plan and manage projects as well as make effective use
of project outcome
(d) Economic impact of labour force participation elements:
- Programme/project results in increased labour force participation, reduces reliance on
other targeted public sector investments (rehabilitation centers, sheltered workshops)
project enables economic participation of other family members due to reduced burden of
care
- Project outcome enables personal income for persons with disabilities as a result of
labour force participation, which in turn contributes to increased tax revenues and
expanded consumption of goods and services
To develop fully the proposed planning and evaluation metrics and apply them in a cost
effectiveness analysis in a prospective ex-ante evaluation it is suggests that a
set of policy and programme specialists, including persons with knowledge of or experience
with disability, review the different options for programme/project implementation
management and identify an appropriate score (or range) for each option's potential impact
on each of the above measures. A similar assessment for ex-post evaluations
should be carried out.
