Links between policies and accessibility

This section discusses the links between Internet policies and accessibility. It looks at the structure of the Internet, its underlying technology, its growth and current uses and the policy issues that have a relationship with accessibility. In a presentation of the issues, a number of points are emphasized. The first is that the underlying technology of the Internet provides no obstacles to accessibility. Obstacles are built into the applications and uses. It notes that the internet has grown beyond all expectations and the uses of the Internet are also growing. It notes that there are a number of key policy issues currently being debated, including universal services, domain names and intellectual property. It goes on to discuss how the Internet is governed and finally discusses the elements of an accessibility policy that should be put in place.
