Specifying the information needs of the audience is essential to be able to set priorities.

The first question is what will the information be used for by the audience? To obtain facts? To mobilize support? To develop a virtual community?

For this it is necessary to either ask them, if that is possible, or to try to put oneself in their place and imagine what they would need.
