Policy Use

The Biwako Millennium
Framework for Action Towards an Inclusive, Barrier-free and Right-based Society for
Persons with Disabilities in Asia and the Pacific (BMF) was adopted in October 2002 at a
High-level Intergovernmental Meeting in Otsu, Japan. The BMF requested Governments to
develop their system of disability-related data collection so that relevant statistics
disaggregated by type of disability and population groups can support policymaking.
In pursuance of the BMF, UNESCAP is hosting this first Workshop to offer a forum for
UNESCAP member countries to discuss how disability data and standards could be improved in
the region and what training would be needed to this end. In particular, the Workshop will
aim to:
- Provide information on standard disability concepts, definitions, classifications and
methods to improve coverage of people with disabilities and promote their use and the
sharing of best practices in collecting information and using it for policy;
- Introduce the new International Classification of Functioning, Disability and Health
(ICF) of the World Health Organization;
- Enhance mutual understanding among producers and users of disability statistics on the
need for policy relevant data and the possibilities for collecting these data;
- Inform about UN's work on disability statistics and the work of the Washington Group on
disability measurement and provide a regional input to their development work;
- Formulate a set of recommendations which can lead to the development of a regional
framework for action for improving disability statistics and measures in the region during
the 2003-2012 decade.
