1. Government’s Vision concerning with disability.

Person with disability is an integral part of Indonesia society having equal status, right, obligation, and roles with other member of the Indonesia society in all aspect of life.

2. Indonesia’s Constitution :

  1. The social welfare activity is the responsibility of the government and community.
  2. Every citizen shall have the right to work and to a living adequately as human being
  3. Every person shall have the job and income as well as equal treatment in work relation.

3. National Laws on Disability.

Various laws on disability have been launched:

  1. Law number 6 of the year 1974 concerning: The Basic Provision of Social Welfare
  2. Law number 4 of the year 1997 concerning Person with Disability
  3. Law No. 28 of the year 2002 concerning Building
  4. Law No. 12 of the year 2003 concerning General Election access.

4. Regulation and Decree on Disability

  1. Government regulation number 43 of year 1998 concerning Efforts to Improve the Social Welfare of the Persons with Disability
  2. The Decree number 83 of the year 1999 concerning: Coordinating Body of Social Welfare Controlling and Enhancement for PWDs.
  3. The Decree of Minister of Social Affairs about the National Coordination Body for the Welfare of PWDs

5. National Statistic on Population with Disabilities

There are several version of statistical data, which are used to describe disabled people in Indonesia.

  1. Ministry of Social Affairs 3,11% of the total Indonesian citizen
  2. Legislative Body 5 %
  3. National Social Economic Survey, Statistic Central Bureau Collaboration with Ministry of Social Affairs 2004 : 1%
  4. WHO : 10% of the total population
  5. Data registration for National Election 0,5%

6. Movement to support the UN Convention for PWDs (2004 - 2013) especially on the year 2005-2006.

  1. Increased of awareness in society concerning with PWDs, there are some new NGOs has been established working with DPO:
    • Pilot project between Handicap International with Bandung Independent Living Committee ( BILIC).
    • Regular interview on Radio and TV during the national Celebration and International Day of PWDs. This to keep the public aware of the National Instrument and to improve the involvement of Mass Media.
  2. Increased of the involvement of the government and the society relating to the improvement of the welfare PWDs. This year Government start giving Social Security for 3,750 persons PWDs, each received Rp 300,000. per month equivalent US $ 33 /persons/month
  3. Government’s building and facilities starting providing accessibility, implementing inclusive Education, and small scheme credit for PWDs.
  4. Quota 1% Employee for PWDs not intended for company only, but since 2006 started for Gov. Officers. There were circulation latter from Minister of Social Affairs and Minister of Home Affairs concerning recruitment of Gov. Officer.
  5. On International Day For PDWs 2005, The President of Republic Indonesia, mention that All Ministries, Governors, Major/ Municipalities has to report all activities concern with the effort for PWDs empowerment on International Day for PWDs 2006.
  6. Government of Indonesia provided budget for Socialization of National Plan of Action for PWDs at 22 Provinces and Community Based Rehabilitation for PWDs at 24 Provinces.
  7. Establishment of Central Information Services and Vocational Rehabilitation of PWDs at provinces level. There are 12 Centre at provinces level.
  8. Conduct Workshop on Community Based Rehabilitation at National Level collaboration between Ministry of Social Affairs with Central Study and Information of Disability Indonesia.
  9. Increased coordination among the Ministry concerned in deal with training and placement of PWDs especially Ministry of Men Power and Ministry of Social Affairs.
  10. Developing Collaboration and Partnership among government, DPO, NGOs at National and International Level, UN agency such as: UN-ESCAP, ILO, UNICEF, and International Agency such JICA, APCD.
  11. On November and December 2006 will be held the Third Country Training Program in Indonesia, collaboration between Government of Indonesia with JICA. The training will be carry out 5 times during 5 years, 2006 to 2010. Duration of training 6 weeks each years. The participant of the training come from 16 Counties Asia, Pacific and African.

All of these movement could be done due to good cooperation among government, NGOs and DPO.
