1. General Overview of Disability.

a. Population

The total population of Indonesia are 201,241,999 person, consist of 106,000,000 ( 52 %) female and 95,241,241 male, census year 2000.

Total number of People with disabilities in Indonesia

1,480,000 consist of Physical 162.800 (11 %), Blind 192,400 (13%), Deaf 503,200 (34%), Intellectual and Mental 348.800 (26 %), ex chronic disease (Leprosy and TBC ) 236,800 (16%)

These PWD who live in the family/ community, not included PWD whom live in institutions.

b. Specific legislation for People with Disability (P.W.D )

1) .Law Number 4/1997 concerning People with Disabilities.

2) .Government Regulation Number 43/1998 concerning Social Welfare Enhancement For P.W.D.

3). Decision Letter of President R.I, Number 83/1999, concerning Coordination Institution Social Welfare Enhancement for PWD

2. Current Level of Implementation of BMF in Indonesia.

Government of Indonesia have been carry out  several activities for implementation BMF.

a. Set up National committee for increasing of Social welfare for PWD. The member of the committee consist of Government and NGO ( Decision letter of Minister of Social Affairs Number : 58/2003

c. To set up Women with disabilities Organization.

d. To set up self help organizations of person with disabilities and parent associations ( on going process)

e. Training and employment, collaboration with several private company.

f. Providing accessibility for PWD.

f. Arrangement social security and livelihood program

g. Composing National Action Plan for Improving of Social Welfare for PWD, on the year 2004 – 2012.

h. Arrangement regular meeting for evaluating and Reporting the progress of National Action Plan.

3. We need an international convention on disability for:

a. Developing understanding on employment, Protection and promotion the right & dignity of PWD.

b. Increasing of knowledge on international Convention concerning with protection and promotion the right & dignity of PWD.

c. Reviewing the government policy concerning with placement and employment for PWD.

d. To create professional network among the nations in Asia and Pacific Region.

4. My View and Inputs.

Preamble
In preamble we need stressing about placement and employment of PWD, not only for private sector but also for government. This a kind of Protection and promotion of the right and dignity of PWD

Objectives
All of participant committed to improve the protection and promotion of the Right and Dignity of PWD

c. Scope/definition.
Protection and promotion of the right and dignity of PWD on Employment, vocational training and education by giving equal opportunity

d. States parties obligations
Capacity building of PWD : Education, Vocational Training, Shelter Workshop and employment. To set up Net work and Information Center for PWD at National level as well as Regional level according to the need.

e. Guarantee of equality and non discrimination
Reward and punishment for Employer. Existing of regular meeting on evaluation and monitoring.

f. Guarantee for specific right.
Salary based on performance/ productivity.

g. Monitoring/Review,remedy mechanism.
National vocal point :
1). Government, Ministry of Social Affairs.
2). NGO, Association of Disable People Indonesia.

5. My views and input on process toward
elaborating proposed convention.

Participants for this workshop each country at least two persons, one from NGO and one from Government, whom working with PWD.

All of participant funded by UNESCAP.
