Internet Accessibility Strategic Planning Framework for Everyone in Lithuania

Selected Draft Plans:

Objectives:

1. Provide public awareness about possibilities a computer and internet can provide for finding and exchanging information and requirements for the web contents to be accesible for everybody.

2. Provide internet access in public places and establishment of low-priced commercial internet accesss infrastructure for everyone in Lithuania .

Strategic plans:

1. Establishment Information Accesibility Comittee, as a consulting organization for ministries of Education and Informatics. The members of the committee should be representatives of the involved public organizations and specialists of computer science and information management as well as buisiness reperesentatives.

2. The committee develops a plan for the ministries and involved public organizations to follow.

3. The committee develops a public educational plan as a part of state's education strategy.

4. Organization and establishment of public internet access points, consultance and training centres.

Action plans:

Year 2002

1. Defining goals and implementation ways and preparing startegic paper for the involved committee members to follow.

2. Introductory courses in educational institutions and on mass-media (especially, public TV).

3. Suggestions for collecting funds for computers and internet installment in publicly accessed places, e.g. libraries.

4. Suggestions to the government on how to make lithuanian market more attractive to companies of information technology.

5. Suggestions for education institutions to include material about Interent Accessibility and about creation of the accesible web contents to the appropriate courses (especially, for computer science's students).

6. Preparation of infrastructure and staff of Accesible Interent consultance offices and access points.

Year 2003

1. Step-by-step opening of state Accessible Interent points and concultance offices.

2. Introduction of Accessible Internet Courses in Educational institutions.

3. Advertizing of the Interent access points and concultance offices, as well as e-services and web information management on mass media.

4. Web pages of public organizations- accessible.

5. Preparation and submission of obligatory recomendations to approporiate ministries according Asseccible web requirements and educational course material.
