Internet Accessibility Strategic Framework for the Czech Republic

Selected Draft Plans:

OBJECTIVES:

  • To provide constant support for the existing IT-enhancement programmes and enable setting up more programmes aimed at the Internet accessability for all target groups of the Czech society
  • To support computer literacy in the society
  • To try to provide a better economical accessability of the Internet services for all
  • To change the approach of the Czech state system to the people with a handicap in specific areas

PROBLEMS:

  • Often lack of appropriate and understandable information for all target groups
  • Not equal economical accessability of Internet services for all
  • Low support of new technologies from the head officials in specific areas (economical aspects, low flexibility,insufficient information)
  • Though great theoretical support of new technologies for example at universities (hospitals, some companies etc.)and schools, not always corresponding technical background and chance to really use it in practice, including basic accessibility of a computer(machine), which is often vital for studies.
  • Low number of experienced teachers with appropriate education in the state educational system(influenced strongly by their economical situation), high prices of courses organized by other organization, possible real beginners not always taken into consideration.
  • Computer studies still not a compulsary part of the curriculum at many schools.
  • A very discouraging law system of disability pensions and assesment system for disabilities which often influences very badly the motivation of the patient to reintegrate into the normal working process( having been discussed at the moment and proposals for change of the law been presented on Internet)
  • Not enough support for the companies who are willing to employ the disabled and low support of e.g.requalification courses for the persons with disability in all areas including computer studies often demanded by the disabled.

SUGGESTIONS:

  • To bring up an interactive discussion between the official institutions and the users in order to response to their real needs
  • To provide a better economical accesability of the Internet services for all,support of competition in the field.
  • To enhance the support of new technologies both on the theoretical and practical levels including producing user-friendly studying materials and finding possible ways how to effectively finance the technical equipment of the institutions, mainly in the state sector.
  • To help broadening of the IT studies programmes in the country,make the computer studies a compulsary part of the education on all levels , corresponding with the type of the school, to try to the situation around the lack of qualified IT teachers in the state educational system.
  • To make computer courses more accessible for everyone(price, level of knowledge at the beginning of the course,age of the students etc.)Introduce at least basic knowledge to people already working, with little possibility of private studies,through the employers organization.
  • To change the laws setting norms for the disability asesments, pension schemes and employability of the persons with disability
  • To introduce the problematics to the health insurance companies in order to get their support in making a computer a real assistive device for the disabled.
