Guidelines for preparation of a review paper

BMF TARGET IMPLEMENTATION ASSESSMENT SHEET

  2. Information regarding the implementation of BMF target 13 to 20. Please use the following questions as points of reference

Target 13

Governments should adopt and enforce accessibility standards for planning of public facilities, infrastructure and transport, including those in rural/agricultural contexts.

Questions

  1. Does your Government have any legal basis for accessibility standards? If yes, please describe them (name, year of the establishment, how does it help for persons with disabilities, what are the impacts etc.). If no, then, have there been any measures taken towards the achievement of the target?
  2. Please give good practices in your country, relevant to this target.

Target 14

All new and renovated public transport systems, including road, water, light and heavy mass railway and air transport systems, should be made fully accessible by persons with disabilities and older persons; existing land, water and air transport systems (vehicles, stops and terminals) should be made accessible and usable as soon as practicable.

  1. Does your Government have any policy to enhance the full accessibility to public transportation system for persons with disabilities and older persons? If yes, please describe them (name, year of the establishment, what are the impacts etc.). If no, then, have there been any measures taken towards the achievement of the target?
  2. Please give good practices in your country, relevant to this target.

Target 15

All international and regional funding agencies for infrastructure development should include universal design concepts in their loan/grant award criteria.

Questions

  1. Do you know of any international and regional funding agencies which have any policy for the adoption of universal design concepts for infrastructure development? If yes, please briefly describe them. If no, the, has there been any measures taken towards the achievement of the target?
  2. Please give good practices in your country, relevant to this target.

Target 16

By 2005, persons with disabilities should have at least the same rate of access to the Internet and related services as the rest of citizens in a country of the region.

Questions

  1. Does your country have any data on Internet access rate? If so, please describe them (rate, source and year of data etc.,). Are there any data on disabled persons access to the Internet? If so please also describe? If no, the, has there been any measures taken to improve disabled persons access to the Internet?
  2. Please give good practices in your country, relevant to this target.

Target 17

International organization (e.g., International Telecommunication Union, International Organization for Standardization, World Trade Organization, World Wide Web Consortium, Motion Picture Engineering Group) responsible for international ICT Standards should, by 2004, incorporate accessibility standards for persons with disabilities in their international ICT standards.

Questions

  1. Does your Government have any policy to attain the accessibility to ICT for persons with disabilities? If yes, please describe them (name or legal basis, year of the establishment, what are the impacts, how do the domestic ICT standards incorporate with the International one, etc.). If no, then, have there been any measures taken towards the achievement of the target?
  2. Please give good practices in your country, relevant to this target.

Target 18

Governments should adopt, by 2005, ICT accessibility guidelines for persons with disabilities in their national ICT policies and specifically include persons with disabilities as their target beneficiary group with appropriate measures.

Target 19

Governments should develop and coordinate a standardized sign language, finger Braille, tactile sign language, in each country and to disseminate and teach the results through all means, i.e. publication, CD-ROMs, etc.

  1. Does your Government have the national standard sign language, finger Braille, tactile sign language and so forth. If yes, please describe them (year of the establishment, how to disseminate to the relevant persons, etc.). If no, the, has there been any measures taken towards the achievement of the target?
  2. Please give good practices in your country, relevant to this target.

Target 20

Governments should establish a system in each country to train and dispatch sign language interpreters, Braille transcribers, finger Braille interpreters, and human readers and to encourage their employment.
