PROVISIONAL AGENDA

I. Plenary Sessions (the Workshop segment), 27-29 October 2004

A. Disability Agenda

  • Agenda item 1: Overview of recent international/regional developments in the field of disability including (i) the Standard Rules on Equalization of Opportunities for Disabled Persons, (ii) the Biwako Millennium Framework for an Inclusive, Barrier-free and Rights-based Society for Persons with Disabilities in Asia and the Pacific (BMF) and (iii) the process towards an International Convention for Persons with Disabilities.
  • Agenda item 2: Development approach to empowerment of persons with disabilities (HRD, poverty alleviation among PWD, social investment, etc).

B. Poverty Agenda

  • Agenda item 3: Concepts and measurements of poverty, and poverty eradication in the ESCAP region (international/regional overview, country-specific examples).
  • Agenda item 4: Monitoring poverty among persons with disabilities - MDG and BMF goals/targets.

C. Agenda of Poverty and Disability

C.1 National efforts to reduce poverty among PWD

  • Agenda item 5: Regional/international outlook (Overview of poverty and disability at the regional level).
  • Agenda item 6: Sectoral issues concerning the vital like between poverty and disability: Country-specific cases.
    • Nutrition/health
    • Education and training (HRD)
    • Employment, self-employment and social security
    • Accessibility, etc.
  • Agenda item 7: Integration of disability concerns into poverty alleviation policies and development.

    Good practice

    • Innovative and successful projects on poverty alleviation among PWD in the region (e.g. income generating activities for PWD, micro-financing schemes, micro health insurance)
    • Tools for effective evaluation of disability sensitivity, such as disability budgeting, disability impact monitoring, etc. for policies and projects;
    Integration of disability concerns into sectoral issues:
    • Education, training, employment, self employment and social security;
    • Urban and rural development, accessibility, transport, ITC and tourism;

C.2 Global/regional efforts for reduction of poverty among PWD

  • Agenda 8: Impact of globalization and new partnerships (private sector, civil society, etc). · Agenda 9: Technical cooperation (e.g. disability impact monitoring, etc.) and capacity building at the regional level.

II. Group discussion, Agenda 10 (the workshop segment), 29 October 2004

  • Group 1: POLICY ISSUES including measuring and monitoring poverty and disability (including monitoring of disability impact, disability budgeting) and integration of disability concerns into development and poverty alleviation policies;
  • Group 2: GOOD PRACTICES including formulation of innovative projects (at the micro level) for poverty alleviation of PWD and technical cooperation and capacity building at the regional level

III. Field study tour in Gansu province --- 3 days, 25-26 October 2004 (study tour segment of the event)

A user-friendly questionnaire (with check list) will be distributed to all participants for evaluation of each site and project, and the questionnaire returns will be evaluated before the end of the project.

IV. Last Day Plenary Session and Closing, Agenda 11 (Closing)

Last Day --- Evaluation of the project sites and the Workshop, adoption of the Statement and Closing.

V. Expected outcome

A brief statement by participants, a set of project documents (group 2) for follow up, evaluation of field sites, a regional network, and digital photos.
