International and regional cooperation

  • African and the Arab Decades
  • Sponsored CBR meeting in Helsinki with major partners in May 2003

Alleviating Poverty through Peer Training (APPT)

  • Informal training at community level, using village-based entrepreneurs who are often people with disabilities
  • Started in October 2002 with funds from Finnish Ambassador
  • Received continuation funding from the Finnish Embassy for 2005-2007
  • Additional funding component from the Arab Gulf Programme for United Nations Development Organizations focusing on women and families affected by disability
  • Works in close cooperation with PoSAVY
  • Building relationships with local NGOs
  • Working with Government to replicate project
  • Other NGOs now use the methodology

Success Case Replication

The process of SCR is to:

  • Locate successful entrepreneurs
  • Evaluate their businesses for profit, market, etc.
  • Match entrepreneurs to disabled persons for training in business and technical aspects
  • Oversee training
  • Assist disabled person with training fees, grants and small loans as well as business development services
  • Follow-up
  • Realize “multiplier” effect---disabled persons then train others

People with disabilities training others

  • Village-based training
  • When disabled trainees successfully establish their businesses they train others
  • Skills based on market needs
  • Learn technical and business skills
  • Grants, loans, start-up support
  • Successful trainees become trainers
  • Follow-up to ensure success

PLANS

  • Transition to government and local NGOs and providing technical and management support
  • Focus on developing training and replication materials ¯ video, procedures and replication manual
  • Expand the concept within Cambodia and at least one other country

ILO Research project on CBR

“Strategies for vocational skills development and access to work for youth with disabilities in Community-Based Rehabilitation (CBR) Programmes”

  • Objectives:
    • Identify successful strategies for skills development
    • Prepare a guide and training materials
    • Produce a manual on skills acquisition
