Structural Differences
  • Framework for Asia and the Pacific

  • No Legal Binding
  • Applicable Internationally
  • Will come into effect after 20 countries sign and ratify it
  • Signing and Ratification process starts on March 30 2007
  • Legally Binding for the countries who sign and ratify it
  • It has a Preamble, principles and policy directions, 7 priority areas, 21 time bound targets, 17 strategies and 3 mechanisms
It has a Preamble, and 50 Articles which include,
  • Statement of Objectives and General Principles, (Articles 1 and 3)
  • Definitions of communication, language, discrimination on the basis of disability, reasonable accommodation, and universal design (Article 2)
  • General Obligations (Article 4)
  • Guarantee of Equality and non-discrimination (Article 5)
  • Guarantee of specific rights (Articles 6 - 30)
  • State Obligations (Articles 31 - 32)
  • Monitoring Mechanisms (Articles 33 – 40)
  • Additional Articles on Signing, Ratification, Entry, Reservations, Amendments, reservations, etc. (Articles 45 – 50)
  • It is more specific in nature – it has specific targets, which have to be achieved within a time period. It also specifies the action required to achieve the targets.
  • It is more rights oriented
