UNESCAP effort- BMF implementation questionnaire conducted from 2004

• With an aim to establish base line data to measure existence of policies, service delivery and other instruments on the BMF areas and strategies.
• 38 questions in the questionnaire.

UNESCAP effort- BMF implementation questionnaire on policy foundation conducted in 2004

  • 23 Governments and 18 NGOs responded.
  • Australia, Bangladesh, Cambodia, China, Hong Kong, China, Cook Islands, Fiji, India, Indonesia, Japan, Kazakhstan, Kiribati, Maldives, Mongolia, Nepal, Philippines, Republic of Korea, Singapore, Solomon Islands, Thailand, Timor Leste, Turkey, Viet Nam

2004 BMF questionnaire responses reveal on institutional framework

  • 20 of the 23 responding Governments reported the existence of a national coordinating mechanism.
  • 15 Governments report that a national plan for implementing the BMF exists (8) or is under development (7).
  • 13 Governments reported that their national constitution included one or more articles related to persons with disabilities.

2004 BMF questionnaire responses reveal on the Early Detection, Intervention and Education

  • 20 Governments says that early detection/intervention services are available.
  • 16 out of 21 Governments, which provided information, provides both inclusive education and education in separate, specialized institutions.

Questionnaire responses reveal on participation of persons with disabilities

  • 11 countries and area said “yes” to both a) and b).
    • Afghanistan (Deputy Minister of Ministry of Martyr and Disabled is a PWD), Australia, China, Hong Kong China, Kazakhstan, Mongolia, Philippines (national anti-poverty commission), Republic of Korea, Thailand (blind person is a part of government delegation for the international convention), Viet Nam, Indonesia (involves PWD in election regulation revision committee).
  • 8 countries said “yes” to a)
    • Cook Islands (Disability Division, Ministry of Internal Affairs), India ( central and local committee), Fiji, Singapore, Solomon Islands, Turkey, Nepal, Pakistan.

2004 BMF questionnaire responses reveal on one aspect of economic empowerment

Microcredit as a measure used by government aimed at promoting employment of persons with disabilities.

17 countries: Bangladesh, China, Cook Island, Fiji, Hong Kong, India, Indonesia, Kazakhstan, Korea, Mongolia, Nepal, Philippines, Singapore, Turkey, Japan, Pakistan, Sri Lanka.

The Central Statistical Office and MMD Not known. In the absence of reliable date, only estimates based on date from local surveys in Afghanistan put it at 4 %. The often quoted WHO figure of 10 % of any population being disabled is also used.   The WHO and BMF definitions are generally used.
