Vietnam - Country Report

I. Shortcomings in the implementation of BMF in Vietnam

After the High Intergovernmental Meeting held in Otshu City, Shiga Prefecture, Japan, the National Coordinating Council on Disabilities of Vietnam (NCCD) reported to the Government of Vietnam and the National Assembly about the meeting and the Biwako Millennium Framework of Action withits objectives and indicators related to 7 priority areas. The NCCD of Vietnam organized the Conference in Halong City on 11 – 12 July 2003 on the development of long – term plan of action on disability for NCCD based on 7 priority areas in the Biwako Millennium Framework of Actions (BMF) and also identified the obligations for relevant Ministries to implement this plan.

However, after 2 years of implementation of the7 priority areas of BMF, there have been some shortcomings as follows:

1. In-depth dissemination of the BMF with the7 priority areas in the Asia and the Pacific Second Decade of Persons with disabilities (2003 – 2012 has only been implemented in big cities and morepopulated areas. A large number of people living in the countryside, remote and mountainous areas still have no understanding on the BMF. Therefore, NCCD has printed 12,000 translated versions of BMF in Vietnamese and it will distribute them at 64 cities and provinces nationwide.

2. The relevant ministries that implement 7 priority areas of BMF have not yet studied in-depth and applied the objectives and indicators of each area in plan of action for development, but rather set up some programmes to solve immediate remained problems.

3. Recently, the implementation process showed that some objectives have not been met as regulated by BMF. For example, the 75% enrolment target in primary education for children with disabilities will not be achieved by the schedule. It also seems that by 2005, women with disabilities will not be able to participate as leaders in the National Women Union as planned.

4. There are not stable financial sources in the State budget for the plan of action on disability.The main funding comes from the localities, the donor organizations and the international cooperation.In 2005, The Government has, for the first time, allocated a budget of 11,5 billion dong ( approximately 750,000 USD)for the short-term vocational training ( 6 – 11 months In 2006, the Government will continue to support 20 billion dong (approximately 1,258 million USD) for this area.The other areas will be funded by the budget with 31,7 billion dong (approximately 2 million USD) for the 2 years of 2006 – 2007.

NCCD has been requested by the National Assembly and the Government to formulate the Drafting Committee on the Law on Disability in 2006. If successful,this law will be ratified in 2008 by the National Assembly, after the review of 10 - year implementation of the Ordinance on Persons with Disabilities.

NCCD has joined in the Drafting Committee to comment on the 5 - year plan on social and economic development ( 2006 – 2010). The disabilityissues will be included into the plan in areas of education, employment, healthcare, sports and exercises, for example.

Pursuant to the inter- ministerial circular 19/2005/TTLT/BLDTBXH – BTC – BKHDT of the Ministry of Labor, Invalids and Social Affairs, Ministry of Finance, Ministry of Planning and Investment,to urge the Provincial People’s Committee, Provincial Department of Labor, Invalids and Social Affairs to formulate the Fund for supporting employment of persons with disabilities.

NCCD will organize a round table discussion for national,multi-national and foreign companies in Vietnam to exchange experiences on employing persons with disabilities.

II. The current status of the National plan of action [or: National Action Plan] on disability

The National 2 - year action plan (2006 - 2007) to implement the7+1 priority areas of the Biwako Millennium Framework and preparation for the mid-point review of the framework in 2007 for the second decade.

I. The self-help organizations of persons with disabilities and family and parents’ associations of persons with disabilities.

Implementing agency: Department of Non – Government Organizations, Ministry of Home Affairs.

Plan of action

  • To apply all relevant documents on “ self-help” organizations of persons with disabilities and parent associations.
  • To conduct case study in some localities to draw lessons learned in order to steer therelevant agencies to facilitate the relevant organizations of persons with disabilities.
  • To complete draft law on formation of the Associations and to submit it to the National Assembly, aimed at facilitating the establishment of organizations of and for persons with disabilities immediately after the law has become effective.

II. Women with disabilities:

Implementing agencies: Department of Family and Social Affairs ( Vietnam Central Women Union)

Plan of action:

  • To propagandize and educate on the issue of women with disabilities for 500 thousand participations of women with disabilities in the total of 3 million women, at all levels.
  • To develop materials and organize 30 training courses to empower 1,500 women with disabilities. Printing 10,000 posters and 100,000 leaflets.
  • To assist in development of self-help groups of women with disabilities. To promulgate the formation procedures and actions of these groups.
  • To enhance the capacity for 200 staff members of Vietnam Woman Union with disabilities at central and local levels so that they have a chance to enable them to participate in activities of women with disabilities and Vietnam Women Union.
  • To develop the enterprise model of women with disabilities in order to create jobs with stable income. The target for 2006 - 2007 is to provide 1,000 women with disabilities with vocational training and employment with immediate income.
  • Communicating and monitoring: to organize 10 seminars and workshops and at least 10 field missions annually to share information and monitor.

III. Early detection, early intervention and education for children with disabilities

a) Early detection

Implementing agency: Department of health care ( Vietnam Red cross)

Plan of action

  • To organize 3 workshops on awareness raising for 128 key staff members of the provincial and the municipal red crossing three regional areas of the north, the central and the south.
  • § To organize the training courses on early detection and early intervention for the volunteer network of the Red Cross society ( 6 training courses for 300 staff at the district level and 663 training courses for staff at the commune level)
  • § 70% - 80% of children with disabilities will be provided with early detection services in communities.
  • § To make charts and diagram, to collect and process database on persons with disabilities of early detection.

b) Early Intervention

Implementing agency: Department of Treatment, Ministry of Health

Plan of action:

  • To organizing 3 workshops in three regions to raise awareness of health sector and community in early detection, early intervention and health rehabilitation for children with disabilities.
  • To build capacity on early detection and early intervention for health workers at central and local levels. It would be done through developing, at least, 1 set of documentsby organizing 6 training courses. These training courses will beorganizedon early detection for 300 doctors of pediatrics and obstetrics nation-wide, and 6 training courses for 300 health workers in 10 selected provinces.
  • To study and develop a model on early intervention of disability in children, to; implement a pilot model in 5 provinces andtoorganize 5 training courses for 250 community - based rehabilitation worker. To produce a book on early intervention, rehabilitation and inclusive education.
  • To organize 1 national workshop on policy development of early detection and early intervention of disability.

c) Inclusive education for children with disabilities

Implementing agency: national steering committee on education for children with disabilities, Ministry of Education and Training

Plan of action

  • The regulations of inclusive education, issued by the Ministry of Education and Training, will be promulgated at national level during the school year of 2005 – 2006.
  • Training of teachers in inclusive education for children with disabilities will be conducted at throughout country (547 teachers have been trained in the first phase, in September 2005)
  • To comply books in Braille for the blind
  • Sign language will be unified and methodologies of inclusive education will be developed for students with hearing impairment.
  • Hearing aids will be purchased for on the purpose of training teachers and using in Conference on disabilities.
  • To develop and review the inclusive education programme for children with disabilities and then submit to the Government for approval.

IV. Training and employment, including self-employment of persons with disabilities

Implementing agency: Vietnam Association of Business and Enterprises of Persons with Disabilities

Plan of action:

  • To organize training courses to enhance ability of recruiting persons with disabilities into vocational training and employment for members of VABED.
  • To provide vocational training in centers and businesses which that have the capacity for training persons with disabilities.
  • Promoting trade and advertising products made by persons with disabilities.
  • To organize a round table discussion. This event will provide an opportunity for corporations to exchange experiences in hiring persons with disabilities to work for domestic and joint-venture companies.

V. Access to built environment and public transport

a) Access to built environment

Implementing agency: Department of Technology, Ministry of Construction

Plan of action:

  • To develop building code of construction accessibility for persons with disabilities.
  • To design, to build the pilot models of accessible buildings, to collaborate with investors to renovate the schools nation-wide.
  • To renovate 4 orthopedics and rehabilitation services throughout the country.
  • To renovate some tourist spots ( Halong, Ancient city of Hanoi, Citadels, Hue, Hoi An, My Son...)
  • To renovate museum system in Hanoi, Danang, Ho Chi Minh City and Mekong Delta River...

b) Access to public transport

Implementing agency: Department of technology, Ministry of Transport

Plan of action:

  • To study, to inspect, to evaluate and to recommendsolutions for accessible transport in some selected cities.
  • To design and to assist in making 6 pilot busses which meet the standards of accessible transport.
  • To select and to implement the accessible pilot bus route in Hanoi and Ho Chi Minh City (including the fund supporting for transport enterprises, repairing waiting lounges, terminals, bus stop, training for driving....).
  • To study, to assist in developing 1 pilot train carriage that ensure accessible transport standards, selecting the route and putting it into operation.
  • To conduct training activities on standards, seminarsand awareness raising on accessible transport.
  • To facilitating the inclusion of the accessible design for Bus Rapid Transport (BRT) in Hanoi and Ho Chi Minh City.

VI. Access to information and communication, including information, communication and assistive technologies

Implementing agency: Department of Information Technology Application, ( Ministry of Post and Telematics) and National Steering Committee on Information Technology

Plan of action:

  • To raise awareness and responsibility on disability issues and of disabled persons’ organizations.
  • To conduct the surveys, to access the needs and capability of persons with disabilities in accessing to information technology.
  • Materials on ICT products and other publications (such as recommendations on ICT applications for persons with disabilities) will be compiled and published.
  • To launch the ICT Application Award for products supporting Vietnamese with disabilities ( beginning from 3 December 2005 to 3 December 2006)

VII. Poverty alleviation through social security and livelihood programmes

Implementing agency: Department of healthcare (Vietnam Red Cross Society) and Association for support of Vietnamese handicapped and orphans

Plan of action

  • To conduct surveys on disability situation in 64 provinces/cities before and after alleviating poverty.
  • To design a software to manage and monitor the situation of persons with disability for those two Association.
  • To develop programmes, training materials and organizing training workshops on capacity building on surveying skills, training skills for staff at central and local level. Theseworkshops provide skills to assist persons with disabilities in alleviating poverty and developing economy ( 21 training courses for 400 persons)

VIII. Propaganda, awareness raising of the public on disability

Implementing agency: Vietnam Television Station and mass media

Plan of action:

  • Every week, there are disability - related programmes on Vietnam Television (VTV) focusing on implementation of 7 priority areas in Biwako Millennium Framework of action.
  • By the end of October 2005, NCCD Office will publish 15,000 copies of BMF leaflet in Vietnamese and distribute them in 64 provinces and cities.
