Programme :International cooperation and disabilityPresentation made by As one of the members of the international society, Japan places importance to international cooperation. In June of 1992 Japan's Official Development Assistance (ODA) Charter was approved by the government as a means to establish a clear ideology and basic principles in the country's overseas aid. One of the Measures for the effective implementation of ODA laid out in the Charter states, "Full consideration will be given to the socially vulnerable, such as the disadvantaged, children and the elderly", and Japan is currently working to expand its cooperation in this area based on this principle. Assistance for those PWD involves a wide range of fields, including welfare measures, health and medical care, education, employment, and so on. Applying the technology and experience Japan has accumulated in these fields to projects for PWD in developing countries is essential to efforts to implement even more effective international cooperation. Japan is currently employing a variety of programs, such as grant aid assistance, trainee acceptance and expert dispatch programs, to help it reach this goal. Japan International Cooperation Agency, JICA is an implementing agency of technical cooperation. Currently JICA is promoting concrete policies and action plans aimed at expanding assistance for persons with disability. The agency realizes that the strategic implementation and expansion of projects that support the full participation of PWD in their society, and which thus allows them to take part in international cooperation endeavors as well as in their local communities, is looked to as a means of bringing about a society in which PWD can participate as full members. At the same time JICA is working to promote consideration for persons with disability in other areas of cooperation, even those areas that do not directly target them. APCD is one of our technical cooperation projects which emphasize capacity building of PWD in the Asia and the Pacific Region. In our country, not only the government but also civil society is contributing very much to the technical cooperation. |
