  1. Review achievements and shortcomings in the implementation of the BMF in Vietnam
  2. View/plans on the BMF of Vietnam, with regard to:
    • Indicators for monitoring the implementation progress
    • Institutional mechanism for monitoring the implementation ( National focal point, National Coordination Council on Disability, National Statistical Office ......)
    • Capacity building and technical cooperation ( e.g..., disability assessment, disability budgeting, project assessment from disability perspective) and
    • A right-based comprehensive national policy

I. Achievements

  • NCCD in collaboration with line Ministries, agencies to implement the Biwako Millennium Framework.
  • NCCD submitted to the Government and Ministries and informed branches, self-help organizations its plans to implement these 7 priority areas.
  • Disemninate information on BMF and those 7 priority areas through mass media, related bodies.
  • Organization of Halong Conference on establishment of strategic, long-term strategy for NCCD.
  • the 8th priority areas was proposed: social awareness raising that’s confirmed to be an important area throughout the Decade.

II. Shortcomings

  • Due to limited State budget, there is a delay in implementation of established plans and programs for some priority areas.

III. Review/plans on BMF implementation

  • Pursuing the indicators for monitoring the implementation progress.
  • The National Coordinating Council on Disability (NCCD) of Vietnam acts as an institutional mechanism for monitoring the implementation of the BMF in Vietnam.
  • NCCD in collaboration with respective Ministries set up plans of action for each priority area.

BMF implementation among concerned Ministries, agencies

  • 1st area: NCCD collaborate with Ministry of Home Affairs to set up long-term plans of action.
  • 2nd area: NCCD collaborate with Vietnam’s Women Central Union to establish long-term plans of action.
  • 3rd area: NCCD collaborate with Ministry of Public Health and Ministry of Education and Training
  • 4th area: NCCD collaborate with Ministry of Labour, Invalids and Social Affairs
  • 5th area: NCCD collaborate with Ministry of Construction and Public Transportation
  • 6th area: NCCD collaborate with Ministry of Post and Telematics

BMF implementation (continued...)

  • 7th priority area: NCCD collaborate with Ministry of Labor, Invalids and Social Affairs (MOLISA).
  • among these inclusive education was focused as a fundemental role towards education of children with disabilities.
  • Specific plans of action on those 7 priority areas are set forth for every 2 -year period untill 2012.

Capacity Building and Technical Cooperation

  • Organize training courses, seminars, capacity-building programs to empower disabled persons.
  • Nominate the capable, english-speaking disabled participants to the APCD’s training courses to enhance empowerment.
  • Organize workshops, conferences on disability fields.
  • Organize conference on International Convention on protection and promotion of right and dignity of disabled persons.
  • Organize seminars on the “ role of NCCD in strategic development of disability field in Vietnam”

A right-based national policy

A National policy focus on:

  • Improved public awareness.
  • Recognition of right and dignity of disabled persons
  • the Day for PWD of Vietnam ( 18 April) and World Disability Day ( 3 December) are marked with activities on disabilities.
    • these days witness frequent media programs on disability.
    • facilitate PWDs into society,
