GENERAL OVERVIEW OF DISABILITY

Population of Republic of Indonesia according to census 2000, 201,241,999 prs

Consist of 106,000, 999 (52 % ) female and 95,241,000 ( 48 % ) male.

Total Island 17,000 and total dialect / tribe group 13.000. Official language is Indonesia

Total number of PWD according to the house hold census done by Central Bureau of Statistic in collaboration with Ministry of Social Affairs on the year 2002 are 1,480,000. These data of PWD who live in the family not included PWD whom live in Institutions. The number of disability according to classification :

  • Physical : 162,000 ( 11 % )
  • Blind : 192,400 ( 13 % )
  • Deaf : 503,200 ( 34 % )
  • Intellectual and Mental : 384,800 (26 % )
  • Ex chronic disease 236.800 ( 16 % ) Leprosy and TBC

LEGISLATIONS

  1. Law no 4/1997 Concerning with PWD
  2. Law No 22/1999 Concerning with Local Government
  3. Government Regulation no 43/1998 concerning with Measure of Social Welfare Enhancement for PWD

Responding to the BMF, in 2003 Indonesia had starting to Develop National Plan of Action on Enhancement of Social Welfare for PWD

Indonesia already formed the working group with task to make preparation of the NPA concept. The working Group consist of 8 group 7 + 1 International Co-operation. We do hoped by the end of this year Indonesia will have NPA on Measure of Social Welfare Enhancement for PWD

Through co-operation with JICA, MOSA in 2004 plan to Develop local center of Information and Services of Vocational Rehabilitation Center for PWD.

National Vocal Point

  • NGO - Indonesian Consul on Social Welfare
    • Association of Disable People Indonesia.

Regional Level

  1. Local Government ( Governor/Major Municipality )
  2. NGO - Coordination Body on Social ?Welfare
    • Association of Disable People

INDICATOR MONITORING

Statistical Indicator very important tool for monitoring. Many types of indicator can be use, two of them :

  • Indicator that measure of the presence of disability
    • The number of PWD
    • The prevalence of PWD per 100 or 1000 pop
    • The sex ratio.

2. Indicator that measure of equalization of opportunities.

  • interpersonal interaction and relationship.
  • education and employment
  • Domestic life and self care
