REVIEW OF ACHIEVEMENT AND SHORTCOMINGS IN THE IMPLEMENTATION OF THE BMF

A.  ACHIEVEMENT

  1. The implementation of the existing Law and Government Regulation concerning PWD starting run.
  2. Establishment of National Committee for Increasing of Social Welfare for PWD.
  3. Establishment of Organization of Women with Disabilities.
  4. To set up Self help organization of person with disabilities and parent association ( on going process ).
  5. Training and employment of PWD, collaboration with private company.

  6. Providing accessibility for PWD ( building, transportation and information ).

  7. Arrangement Social Security and livelihood Program (on going process )

B.  Shortcomings

  1. Most of people regard that PWD are weak, became burden of community.  They do not necessary to have job, just stay at home.
  2. Existing Law and Government Regulation especially concerning about placement  and employment of PWD just stressing for private sector.
  3. Lack of knowledge  and Information of PWD about their right.
  4. PWD continue to face barriers in their participation as a member of society.
  5. Over protection of their family.

2. MY VIEW/PLANS ON THE BMF IMPLEMENTATION

A.  Indicator Monitoring.

Statistical indicator are very important tool for monitoring. Many types of indicator can be use, two of them

  1. Indicator that measure the presence of disability :
    1. The number of  PWD by type of disability
    2. The prevalence of disability per 100 or 1000 population
    3. The sex ratio of PWD or the ratio male WD to female WD
  2. Indicator that measure the equalization of opportunities.
    This indicator to measure the extent to which PWD experience equal opportunities within their society.
    1. Interpersonal interactions and relationship.
    2. General task and demand.
    3. Domestic Life – Self care.
    4. Education and employment.

B. INSTITUTIONAL MECHANISM FOR MONITORING

National Vocal Point :

  1. Government, Ministry of Social Affairs.
  2. Indonesian Consul on Social Welfare.
  3. Association of Disable People Indonesia.

C. CAPACITY BUILDING AND TECHNICAL COOPERATION.

  1. Disability assessment. Each Province or Regional we set up Information center PWD. The task of these center is assessment  for training  and employment of PWD. The vocal point of the activities is Local Government.
  2. Disability budgeting resources came from Local Government  and Ministry of Social Affairs.
  3. Project assessment from disability perspective. Positive, the have right for improving their capacity welfare and freedom
  4. Form net working at National as well as Regional level.

D. RIGHT- BASED COMPREHENSIVE NATIONAL POLICY

  1. Indonesian Constitution 1945.
  2. Law No.6, 1974  re;  Basic Stipulation of Social Welfare.
  3. Law No.4, 1997  re PWD
  4. Government Regulation No.43. 1998 re: Measure Of Social Welfare Enhancement PWD

Social welfare for PWD is not merely responsibility’s of the Government, however it should be done together with the community.
