  • The Key Mandate and the Governments –adopted Action Guidelines for Governments and other stakeholders for the 2nd Asian and Pacific Decade of Disabled Persons 2003-2012.
  • Main theme: Inclusive, Barrier-free and Rights-based Society

Structure of the BMF

Then,

  • Stakeholders need a well-focused, usable set of indicators for its monitoring, to measure trends and changes in the implementation.
  • BMF questionnaire questions were set with a view to be used as a set of policy indicators.

Let’s look at two of the seven priority areas from a lens of indicators

1. Self-help organizations (SHOs)

Targets set as follows:

  • By 2004 – Govt. funding and NGO policies to support SHOs
  • By 2005 – Govt. and civil society fully include PWDs in decision-making

Indicators derived:

  • Do you (Gov) have any Cross-disability organizations?
  • Do you provide financial assistance to them?
  • Do you have any mechanism to include pwds in policy-making and monitoring?

Let’s look at two of the seven priority areas from a lens of indicators.

5. Access to built environments and public transport

Targets set as follows:

  • 13. Gov. adopt and enforce accessibility standards
  • 14. By 2012 – all existing and new transport should be fully accessible
  • 15. All international/regional funding agencies should include universal design in loan/grant criteria

Indicators derived:

  • Do you (Gov) have any accessibility standards?
  • Do you give award to accessible structure?
  • Do you provide subsidy for accessibility renovation?

Indicators are Dynamic

Is the bus system (main post office ) in the capital city accessible? Do you (Gov) have any accessibility standards for transports and public facilities?

Did pwds participate in policy-formulating,monitoring processes? Do you have penalty to enforce the standards?

Do public facilities include schools, museums, department stores?
