Final Report
This UN ESCAP-sponsored three-day workshop is a result of efforts to
enhance the understanding of policy makers and NGOs on the
Biwako
Millennium Framework (BMF). Through this rights-based approach to
promoting the BMF, participants are expected to increase priority accorded
to, and mainstreaming of, emerging social issues, in particular the
equalization of opportunities for persons with disabilities, through
policies and programmes of government and civil society
The immediate objective of this particular Workshop is to train
participants so that they will have access to models and tools that will
help them monitor their progress (both statistically and policy-wise) for
the rest of the
Asian and Pacific Decade of Disabled Persons, 2003-2012. During the
Workshop, the participants are anticipated to review achievements and
shortcomings in implementation of the BMF at the inception of the new Decade
(2003-2004), and to formulate recommendations that would give impetus and
tools for Governments in the region to develop and implement a five-year
comprehensive national policy on disability.
