Guidelines for Preparation of Participation Papers
Participants invited to the Arab regional meeting on the project budget will prepare a
brief participation paper on national policies, norms and standards related to development
and the rights of persons with disabilities.
The paper will be in three main parts. The overview component of the paper will
direct special attention to the role of disability norms and standards in protecting the
rights of persons with disabilities and in promoting their full and effective
participation in sustainable livelihoods, social services and safety nets in the
mainstream.
The review and analysis component of participation papers will be in three main
sections:
- General background on national policies and role of relevant disability norms and
standards in the promotion of sustainable livelihoods for persons with disabilities in the
mainstream;
- Overview of the national situation as this concerns awareness and application of rights
based approaches to development in the promotion of sustainable livelihoods, social
services and safety nets for persons with disabilities in the mainstream;
- Review and analysis of issues and trends in rights based approaches to development;
success indicators identified and discussion of further actions envisaged.
The forward looking component of the participation paper would consider issues related
to elaboration of a new international convention on the rights of persons with
disabilities, to building national capacities for rights based approaches to development,
and to elements of participatory empowerment strategies to promote full and effective
involvement of persons with disabilities as development agents and beneficiaries.
