This meeting focuses on national and regional initiatives related to the rights of persons with disabilities in the Arab region and of measures adopted to promote their full and effective participation in social life and development.

The outcome of the Arab regional meeting is a declaration and a set of recommendations on advocacy of rights based approaches to development, formulation and negotiation of disability-sensitive policy options and scheme for preparation of training and resource materials to build national capacities for rights based approaches to development and promotion of sustainable livelihoods of persons with disabilities in the mainstream. The outcome of the Arab regional meeting provides input for the Ad Hoc Committee on the elaboration of a new international instrument in the field of disability, established pursuant to Assembly resolution 56/168.

This meeting was implemented by the United Nations Economic and Social Commission for Western Asia (UN ESCWA) with substantive assistance of the Division for Social Policy and Development of the United Nations Secretariat.  The two offices were assisted by the project cooperating agent, the Ministry of Social Affairs of the Republic of Lebanon, with the cooperation of a non-governmental organization: a national civil society organization concerned with disability issues in Lebanon, to organize this three-day regional meeting on international norms and standards related to development and the rights of persons with disabilities.

The meeting was conducted in Arabic, with provision for English interpretation as appropriate. It carried out its work in plenary and group sessions for three working days from 27 to 29 May 2003 at Beirut, Republic of Lebanon.
