UN ESCAP/CDPF Regional Meeting on an International Convention on Protection and Promotion
of the Rights and Dignity of Persons with Disabilities
Beijing, China
4-7 November 2003
[Beijing Declaration in Arabic]
This Regional Meeting was established to finalize a draft text of the convention on
disability, based on participating expert discussions resulting in the Revised Bangkok
Draft, which were part of the final report of the Expert Group Meeting and Seminar on an
International Convention to Protect and Promote the Rights and Dignity of Persons with
Disabilities from 2 to 4 June 2003, and revised during the Regional Workshop towards a Comprehensive
and Integral International Convention on Protection and Promotion of the Rights and
Dignity of Persons with Disabilities, Bangkok, Thailand, from 14 to 17 October 2003.
During the second half of 2003, a series of UN ESCAP-sponsored workshops were
established to critically review the Recommendations and a draft text for the convention
on disability. The UN ESCAP Workshop
on Women and Disability: Promoting Full Participation of Women with Disabilities in
the Process of Elaboration on an International Convention to Promote and Protect the
Rights and Dignity of Persons with Disabilities (First phase held on 18-22 August 2003,
Bangkok, Thailand, Second phase to be held on 13 October 2003, Bangkok, Thailand) provided
two such venues for the elaboration of the draft text.
The full draft text, refined, edited, and agreed upon by experts and stakeholders in
this Regional Meeting, will be submitted to the Working Group of the Ad Hoc Committee on a
Comprehensive and Integral International Convention on Protection and Promotion of the
Rights and Dignity of Persons with Disabilities to be held early in 2004 through the
United Nations Department of Economic and Social Affairs (DESA). |
