Guidelines for preparation of a review paper

Each UNESCAP sponsored participant is kindly requested to prepare a brief review paper of a maximum of 4-5 pages (double spaced) on the subject below, and submit it (preferably in electronic format) to the UNESCAP Secretariat (akiyama @ un.org) before 30 September 2003.

Though there will be no session to present those papers per se, they will be uploaded on the web site created for this Workshop (located at: http://www.worldenable.net/bangkok2003a/materials#PARTICIPANT) prior to the opening and the hard copies will be distributed on the first day of the Workshop as valuable resources for the Workshop discussion. Self-financed participants are not mandated to submit the paper, but they are encouraged to do so.

As you are quite aware of, this Regional Workshop will be expected to formulate a draft text of a convention on disability, based on your discussions of the Bangkok Recommendations (http://www.worldenable.net/bangkok2003/recommendations.htm). The draft text will be submitted to the Working Group to be held early next year through the United Nations Department of Economic and Social Affairs (DESA).

In this context, your review paper should cover the following components,

  1. General overview of disability-specific legislation in your country /region;
  2. Your views on why we need an international convention on disability;
  3. Your views and inputs on each of the following components of a proposed convention:
    1. Preamble;
    2. Objectives;
    3. Scope/definitions;
    4. States parties' obligations;
    5. Guarantee of equality and non-discrimination;
    6. Guarantees of specific rights;
    7. Monitoring/review/remedy mechanisms;
    8. Miscellaneous provisions;
  4. Your views and inputs on process towards elaborating a proposed convention.

We may utilize, upon approval by the author, some of the relevant information for UNESCAP future publications on regional trends. Your contribution through this paper is highly appreciated.
