Self-help organization

  • “Self-help organization of people with disabilities is an organization run by self-motivated disabled people to enable disabled peers in their community to become similarly self-motivated, and self-reliant. The organization may engage in efforts to provide community-based support services through mutual support mechanisms and advocacy for disabled persons to achieve their maximum potential, and assume responsibility for their own lives. Thus-characterized by self-determination and control by disabled people, self-advocacy and mutual support mechanisms, aimed at strengthening the participation of people with disabilities in community.” –ESCAP publication, 1997.

BMF and its related ESCAP activities- 7 priority areas

BMF Priority Areas, description follows

Description of "Graphic Presentation of the priority areas" for the visually impaired:

The graphic is composed of five boxes surrounding and attached to a circle in the center.

Within the central circle are a box and a circle. In the box is the text "Self-help organizations of persons with disabilities and related family and parental associations". In the circle is the text" Women with disabilities."

The five surrounding boxes have the following text, from the bottom right, clockwise. The first box has "poverty alleviation through capacity-building, social security and sustainable livelihood". The second box has "Early detection, early intervention and education". The third box has "Traiing and employment, including self-employment". The fourth box has "Access to built environments and public transport". The fifth and final box has "Access to information and communications, including information, communication and assistive technologies."

Effective mid-point mandated by BMF

  • Para 63 of the BMF:
    • Based on the review, a mid-point review of the BMF should be conducted. The targets and strategic plans for the second half of the Decade may be modified and new targets and strategic plans formulated.”
  • Resolution 61/8 of May 2005:
    • Mandates a high-level intergovernmental meeting in 2007 and adoption of the BMF plus 5, as an outcome document, a supplementary guideline for the second half of the Decade.

  • 2004 Survey and BMF monitoring workshop.
  • 2006 Disability at a Glance.
  • 2003-2006 ESCAP regional workshops on various themes (convention, women, poverty alleviation, self-help groups, CBR, employment).
  • 2003-2006 Collaboration with other actors-APCD, APDF, LCI, CDPF…
  • Periodic reports submitted by the secretariat to the intergovernmental meetings ( commission, committee and sub-committee).

Priority area 1-Target 1

  • Governments, international funding agencies and non-governmental organizations (NGOs) should, by 2004, establish policies with the requisite resource allocations to support the development and formation of self-help organizations of persons with disabilities in all areas, and with a specific focus on slum and rural dwellers.
  • Governments should take steps to ensure the formation of parents associations at local levels by the year 2005 and federate them at the national level by year 2010.

Priority area 1-Target 2

  • Governments and civil society organizations should, by 2005, fully include organizations of persons with disabilities in their decision-making processes involving planning and programme implementation which directly and indirectly affect their lives.

Convention draft 10 October

  • Article 4-3
  • “In the development and implementation of legislation and policies to implement the present Convention, an in other decision-making processes concerning issues relating to persons with disabilities, State Parties shall closely consult with and actively involve persons with disabilities, including children with disabilities, through their representative organizations.”

Priority area 2-Target 3

  • Governments should by 2005, ensure anti-discrimination measures, where appropriate, which safeguards the rights of women with disabilities.

Priority area 2-Target 4

  • National self-help organizations of persons with disabilities should, by 2005, adopt policies to promote the full participation and equal representation of women with disabilities in their activities, including in management, organizational training and advocacy programmes.

Priority area 2-Target 5

  • Women with disabilities should, by 2005, be included in the membership of national mainstream women’s associations.
