Biwako Millennium Framework for Action towards and Inclusive, Barrier-free and Rights-based Society for Persons with Disabilities in Asia and the Pacific (BMF).

  • A set of recommendations for action by Governments and concerned stakeholders in the AP region.
  • Adopted at the High-level Intergovernmental Meeting in Otsu, Japan, in the eve of the second Decade of Disabled Persons, 2003-2012.
  • Consists of 7 priority areas for action
  • Includes 21 targets
  • Includes 9 strategies to achieve the targets

Mid-point Review of the BMF

“A mid-point review of the BMF should be conducted. Based on the review, the targets and strategic plans for the second half of the Decade may be modified and new targets and strategic plans formulated.”

High-level meeting in 2007

ESCAP resolution 61/8 (2005)

“Requests the Executive Secretary to hold in 2007, a high-level intergovernmental meeting on the mid-point review of the Decade.”

Biwako plus 5

  • An outcome document to be adopted at the high-level intergovernmental meeting on the mid-point review of the Decade in September 2007.
  • A document that supplements the BMF and serves as a guide for further effective implementation of the BMF.

Review towards the high-level meeting
What are needed?

  • Comprehensive review
  • In-depth review of the target-by-target, strategy-by- strategy achievements.
  • Many of them are time bound
    • (ex. target 1-5, 16, 18, strategy 8, 9)
  • Reflection of emerging issues since 2002
    • Natural disasters, civil conflicts
    • Convention on the rights of persons with disabilities

Review of the BMF implementation

already started….

  • 2003-2006: ESCAP regional workshops on various themes (ex. convention, women, poverty alleviation, self-help groups, CBR, employment).
  • 2003-2006: Meetings in collaboration with other stakeholders (ex. APDF, LCI, CDPF)
  • Periodic reports submitted by secretariat to the intergovernmental meetings ( commission, committee and sub-committee).
  • 2004 Survey on BMF implementation.
  • 2006 Survey on BMF implementation (upcoming)

Inputs from the 1st session of the BMF Stakeholders Coordination Meeting, July 2006

  • Disability-inclusive development
  • Emphasis on marginalized groups of persons with disabilities
  • Definition of disability (social approach to disability)
  • Stereotype of categorization
  • Lack of data to assess poverty level and social participation of persons with disabilities.
  • Disability-inclusive disaster preparedness and responses
  • Relevance to the UN Convention on of the Rights of Persons with Disabilities
  • Needs for more collaboration among Governments, development agencies and NGOs/DPOs.
  • Effective action plans at national, provincial, local levels
