Joint Statement on Agents of Change

The mid-point assessment of the Second Asian and Pacific Decade of Disabled Persons (2003-2012) is scheduled to take place in September 2007, at a high-level intergovernmental meeting. At the meeting, implementation of the regional policy guideline, the Biwako Millennium Framework for Action towards an Inclusive, Barrier-free and Rights-based Society for Persons with Disabilities in Asia and the Pacific (BMF) will be reviewed and the supplementary document for the BMF, “Biwako Plus Five,” covering the latter half of the Decade, 2008-2012, will be adopted.

BMF places the primary importance on self-help organizations of persons with disabilities and related family and parent associations (known as priority area (a)), as agents of change, most qualified and best equipped for policy needs assessment, formulation, implementation and monitoring. BMF also emphasizes that members of the organizations should be inclusive of women and girls with disabilities, persons with intellectual disabilities, persons with psycho-social disabilities and persons in rural communities.

This workshop has the following five objectives:

  1. Conduct in-depth review of the implementation of BMF targets, particularly 1 to 5 in the priority areas a) and b);
  2. Identify good practices to achieve the targets;
  3. Explore roles of SHOs and others in development and advocacy, and identify ways and means for sustainable development of SHOs and others;
  4. Explore potential roles SHOs and others can play in the initial implementation of the convention and disability data collection;
  5. Making inputs to the draft Biwako Plus Five.

At the end of the Workshop, a joint statement and a summary report on review of the BMF targets implementation and inputs to the draft Biwako Plus Five will be adopted.
